“With Unity and Action we are building a Stronger Garner.”
I've had the honor of serving the people of Garner over the past 30 years on many boards and committees, such as the YMCA Steering Committe, Council Liason to the Fire Department, the Senior Citizen's Advisory Council, the Downtown Garner Association, and, most notably, the Garner Town Council.
Our town has grown and continues to grow at an amazing pace. Being a contiguous neighbor to a city like Raleigh brings a multitude of challengs, responsibilities and opportunities.
I look forward to working with our citizen and our town staff over the next four years to meet those challenges in a responsible, informed manner, and to moving Garner forward as we continue to thrive as a community of choice.

I have been a Garner resident for the past 61 years and a small business owner in Garner for 28 years. I am invested in Garner as a homeowner and a business owner. I have always embraced our "small town" charm and I am thankful that my family has built a life here.
As the Triangle area has attracted new residents taking advantage of job opportunities, Garner has also seen growth. I have the vision needed to help Garner navigate this growth while preserving the qualities that make Garner so attractive to our citizens. I will continue to strive for responsible spending by the Council and for economic development in our Town.
I will also ensure that sidewalks are planned for and designed, and that we continue to grow our beautiful parks system. Serving as a Councilman requires hard work and dedication. I do my homework, ask the pertinent questions, listen to the Garner citizens, and make sound decisions. I want to continue to make Garner a great place to live, to work, and to raise a family and I ask for your support.

My name is Kelvin Stallings, and I am a candidate for Garner Town Council. As a dedicated advocate, policy nerd, and community leader, I am committed to ensuring Garner remains a vibrant, inclusive, and forward-thinking town where all residents can thrive and I am a firm believer in taking ownership in where you live, being the leader you want to see.
With years of experience in public policy, community engagement, and government affairs, I have dedicated my career to creating meaningful change for North Carolinians. As the Director of Community Engagement at a statewide nonprofit, I work to bridge the gap between communities and policymakers, ensuring that the voices of families and advocates are heard where decisions are made. I have led efforts to empower parents, strengthen advocacy networks, and push for policies that directly improve the lives of children and families across the state.

I am running for Garner Town Council and would appreciate your vote on November 4, 2025. As a longtime resident, I can attest that Garner is truly a “Great Place To Be.” In that regard, I share with you a deep desire to keep Garner a great community and preserve what we have for future generations. My determination to keep Garner a “great place to be” led me to run for the Town Council. I welcome the opportunity to be your Council member and will honor the responsibility that comes with the trust you would place in me.
I will bring over 40 years of public service experience to the Town Council. My background consists of working as an Auditor, Budget Officer, Budget Director, Assistant Controller, and Chief Financial Officer. I am also a licensed Certified Public Accountant (CPA). During my professional career, my main objective was to serve the public to the best of my ability and always strive to make a positive difference.
In 2016, I received the North Carolina Fiscal Integrity Award from the North Carolina Office of the State Controller. In 2019, I was honored to receive the Order of the Long Leaf Pine, the highest award for state service. I promise to bring that same dedicated and disciplined work ethic to the Garner Town Council.
